DHQ Hospital

Dr Habib ur Rahman is a consultant Physician in DHQ Hospital Mardan.He is a graduate of Khyber Medical College Peshawar and got his specialist training in Ireland and UK.He cares about his patients and is very keen to improve the standarads of healthcare in Mardan.He made a very good presenatation in a seminar arranged by MIAC.He highlighted all the health related issues faced by the people of Mardan.These include rapid and unchecked growth in population,limitations of hospital beds,infectious diseases which are preventable,Quakery,Lack of co-ordination between GPs and the hopital,lack of proper record keeping and lack of facilities for Chronic medical diseases like Dibetes, Asthma, COPD and Arthritis.He also came up with the solutions.His talk was much appreciated by the audience.If his views were given a consideration then the people of Mardan will defiitely see an improvement in health service.

Khyber Pukhtunkhwa Health Foundation

Background

The KHYBER PUKHTUNKHWA Health Foundation was established under Act-VI of Provincial Assembly KHYBER PUKHTUNKHWA on 13^th December 1995 and started its function in January 1996. It is a corporate/autonomous body and its main function is to actively assist and promote the private sector and to support Public Sector for better health care. This is a significant initiative of the KHYBER PUKHTUNKHWA Government to encourage and provide financial assistance to the private sector in the field of health care.

Aims and objectives

• To establish Health institutions to meet the needs of basic health services approved by the Board and any other committee constituted for the purpose.
• To give loans and grants to private organizations and individuals, on such terms and conditions as may be approved by the Board, for establishing or taking over operation of basic health units and other rural and urban health facilities as Government may, from time to time, specify.
• To take appropriate measures for integration, co-ordination, consolidation and monitoring of privately managed health institutions assisted by the foundation so to ensure the quality and standard of healthy services in private sector.
• To take measures to promote, develop and finance health institutions in health deficient areas. Priority is given to diagnostic and clinical facilities in primary and secondary health facilities and to mother and child health care units.
• To perform such other functions as may be assigned to it by the Government.
• To approach national and international agencies for loans, grants and project assistance in promoting/financing health facilities to the people.

Organization

The administration and management of the Foundation and its affairs vests to the Board of Directors headed by the Chief Minister, KHYBER PUKHTUNKHWA and Minister for Health KHYBER PUKHTUNKHWA is the Vice Chairman of the Board of Directors. The Board of Directors includes Official/Non-Official members and eminent people from the field of health and public sector. The Management Director is the Chief Executive of the Foundation and Secretary of Board of Directors. Details of existing organizational structures are as under;‑

Role of Board of Directors

The KHYBER PUKHTUNKHWA Health Foundation has its Board of Director which is responsible for the following:

• The ‘BOD’ Shall be responsible for policy formulation, planning supervision monitoring and management of the Foundation.
• The ‘BOD’ shall approve Annual Budgets, Financial plans and other administrative and technical proposals of the Foundation.
• Approval of terms and conditions of investment of the Foundation funds with banks or other agencies as the case may be.
• Approval of investment of Foundation funds in income generating schemes.
• The KHYBER PUKHTUNKHWA Health Foundation will refer all new schemes to the “BOD” to get consent and then launch such schemes for planning/ implementation.

Achievements

Scholarships:

One of its most appreciated achievements of the Foundation is the scholarship scheme for the students of the Public Sector Medical/Dental colleges of KHYBER PUKHTUNKHWA. The foundation give scholarships to the students of medical/dental colleges on merit and poverty basis and so far granted Rs. 1.61 million to the medical/dental students of the province during academic year 2003-04, 2004-05, 2005-06.

Ultrasound Machines:

In the 9th meeting of “BOD”, the Foundation got approval for installation of ultrasound machines in two District of the Province. Two ultrasound machines were installed on experimental basis in two hospitals of KHYBER PUKHTUNKHWA i.e. RHC Kohistan (Dassu) and DHQ Hospital Tank. These facilities may be extended to other districts of the province.

Reactivation of BHUs/RHCs:

The Foundation was assigned the task to hand over around 602 BHUs to the NGOs /Private parties on Public-Private-Partnership. In first phase the Foundation have advertised 47 underutilized facilities of 6 districts namely Mardan, Malakand, Kohat, Karak, DI Khan and Peshawar. Expression of interest was scrutinized by the selection committee and Director General Health Services has been asked to hand over 12 BHU’s to the approved organizations.

Provision of loan to unemployed doctors: -

The KHYBER PUKHTUNKHWA Health Foundation has started a loan scheme for unemployed doctors to set up their private clinics for effective health care to the people of its locality. An amount of Rs. 20.00 Millions has been marked for the purpose. One hundred and ten doctors applied under this scheme. Now we are receiving applications through the notified Loan processing Committee.

Most Recent progress

Health foundation has approached the World Bank and GTZ through Government of KHYBER PUKHTUNKHWA Health Department to provide technical support, for its restructuring and developing business plan. Both the organizations have agreed in terms of technical support and capacity building of the health foundation for the achievement of its objectives. This has been agreed during the discussion with the donor team members and they have taken the health foundation as one their agenda item.

Rustam Hospital

Rustam is a historical village and is situated about 20 miles from Mardan. It has a small hospital which is situated at a very scenic location. The hospital was built for a small population which has significantly grown now.
There are quite a few doctors from Rustam who are working in different parts of the world but a couple of them have worked hard to bring some good changes in the hospital. Amongst these are Dr Zahir Shah and the ex Health secretary Dr Ali Sher Khan.
A few years ago an NGO tried to set up a health project in Rustam Hospital with the help of th World Bank but it did not materialise as there was so much bureaucracy involved in the process. And the funds were never released from Islamabad.
The hospital has the potential to treat a large number of patients which in turn will reduce work load on hospitals like Mardan and Peshawar. But it needs the attention of the provincial health authorities. The people of Rustam feel their hospital has been neglected in the recent past.
